    Bugesera: Authorities called on to implement performance contracts

    Local authorities in Bugesera district have been called upon to combine sector and district’s performance contracts for fast and successful implementation.

    The call was made by Jacqueline Muhongayire, Minister for the Ministry of East African Community (MINEAC) on June 24th 2014 during the meeting between Bugesera district and its Partners in development.

    The purpose of the meeting was to evaluate 2013-2014 performance contracts and discuss on 2014-2015 performance contracts.

    “Sometimes the budget does not cover the entire activities pledged. Combine sector and district performance contracts so that residents take part where necessary,” said the minister.

    “We follow up on the implementation plan so that the districts performance contracts are successfully executed,” said Felix Byamungu, president of Joint Action Development Forum Bugesera.

    Performance contracts (“Imihigo” in Kinyarwanda) are contracts between the president of Rwanda and government agencies detailing what the respective institution sets itself as targets on a number of governance, justice, economic and social indicators.

    Imihigo is a programme modeled from the traditional practice where people present before a leader their targets to be achieved over a period of time, after which an evaluation is conducted.

    The objective of Imihigo is to improve the speed and quality of execution of government programmes thus making the public agencies more effective.

    Performance contracts are envisioned by each of the 30 districts and four provinces and the city of Kigali. These are categorized under the four pillars of national development strategies of- social welfare, good governance, economic development and justice.
