Claver Gatete, has shed more light on the ongoing Rwanda Day 2013 in London, saying that this is a time for showcasing the progress so far achieved and investment opportunities available in Rwanda.</p>
<p style="text-align: justify;">Minister Gatete said that so far members of the Rwandan Diaspora have invested a lot of funds in the Rwandan economy, including personal investment in housing estates and private businesses.</p>
<p style="text-align: justify;">He was appearing on a BBC flagship programme, Imvo n’Imvano, together with the <strong>Minister of Disaster Management and Refugee Affairs</strong>, <strong>Serafine Mukantabana. She also</strong> said that the event is about sharing experience and networking.</p>
<p style="text-align: justify;">The talkshow mainly centred on the upcoming Cessation Clause on Rwandan refugees, where Minister Mukantabana took time to explain how Rwanda plans to assist refugees who intend to stay abroad after the clause comes into effect July this year.</p>
<p style="text-align: justify;">“The Clause will benefit that person who has been a refugee, and the nation as a well,” she said, adding that so far 3.5 million Rwandans have already returned home. Only 100,000 Rwandans are believed to be refugees.</p>
<p style="text-align: justify;">“Need be I’m ready to sacrifice my life for you,” Minister Mukantabana said in response to a caller’s reservation to return home.</p>
<p style="text-align: justify;">On repossession of property, Mukantabana told a caller that it would  not be possible to renovate all property destroyed during the Genocide. However, she advised refugees to benefit from a government programme under her ministry to support impoverished returnees.</p>
<p style="text-align: justify;">Other aspects discussed included the government’s support programme for returnees and their families, and the sensitisation plan to guide Rwandans both within and in the Diaspora on how to support returnees.</p>

<p>Addressing the nation hours before 2012 ended, President Paul Kagame has called on all Rwandans to keep the development pace unmoved despite challenges that include recent aid cuts linked to the crisis in DR Congo.</p>
<p>“We are on the right path,” said Kagame in his annual State of the Nation Address. “What we need to do now is stay focused, work together and never get tired of developing our country and our people.”</p>
<p>“Even when faced with adversity. Challenges, in all their forms, should not make us weak. They should strengthen our determination to overcome.  Let us show our resolve and commitment in this coming year of 2013.”</p>
<p>The Head of State made the comments while delivering his annual State of the Nation address from Parliament Grounds in Kimihurura in Kigali City, on the eve of the New Year.</p>
<p>With many expecting the President to once again focus on the on-going saga between Rwanda and the United Nations over the DR Congo crisis, President Kagame barely touched on the issue, instead eloquently painting a picture of prosperity, robust economic growth and national development for Rwanda as a country in the year 2012.</p>
<p>Kagame used a series of figures and numbers to display what has by and large been a very good year for the country, with substantial progress registered in virtually every sector of the country’s economy.</p>
<p>“One cannot shy away from mentioning that our country has continued to take steps forward in development, despite the rest of the world’s economy undergoing a recession,” the President said.</p>
<p>Kagame pointed out that the country’s economy on a whole grew by 7.7% this year, basing mainly on huge increments in the industry and services sector, which registered improvements in the region of 13.5% for the year, 6% coming in the first three quarters of the financial year.</p>
<p>He further stated that the robust economic growth has in turn reduced poverty levels in the country, with statistics revealing that over 1 million Rwandans have been liberated from the clutches of poverty in the last five years.</p>
<p>President Kagame attributed these considerable gains to Rwandans who have selflessly given their time and effort to ensure peace, security and enhanced service delivery throughout the country.</p>
<p>The President, in his State of the Nation address, also highlighted the impressive gains in the financial services sector, outlining that more banks have introduced their services in Rwanda, existing ones have opened even more branches and Savings and Savings and Credit Co-operatives, more commonly referred to as <em>Saccos</em>, have increased in number and continue to have an impact in the lives of their members.</p>
<p>The numbers paint a telling picture: there has been a 24% increase in the number of Rwandans accessing and using financial services such as banks and <em>Saccos</em>, from 48% in 2008 to 72% this year.</p>
<p>The total amount of money dispersed in loans – widely viewed by experts as a key indicator of economic growth – rose to Rwf 440 Billion, from Rwf 399 Billion last year.</p>
<p>Exports have increased a whopping 74% this year alone, but the adage ‘quality over quantity’ was also considered, with the quality of the products up 22%.</p>
<p>Imports also increased by 29%, quality control putting the gain in quality at 13.8%.</p>
<p>Here President Kagame noted that there remains a sizable disparity between revenue gained from exports and that spent on imports, calling on all Rwandans to put more effort still in increasing the productivity and revenues gleaned from the export sector.</p>
<p>President Kagame also revealed that investment in the country, be it from nationals, foreign-based nationals or foreigners, had also increased, totaling US$570 Million compared to US$483 Million in 2011.</p>
<p>Kagame said that these investments have mainly come in high-impact areas for the country’s economy, such as investment geared towards increasing output in the electricity and power sector, the building of international, five-star hotels and Rwandair, which helps connect Rwanda to the rest of the globe.</p>
<p>The President pointed out that these improvements have been facilitated for the most part by efforts by the government to facilitate and promote investment in the country.</p>
<p>“Let me remind you that our country is at the top in the region and third in Africa regarding facilitating investment.</p>
<p>New roads have been constructed, such as those connecting such as Kigali – Musanze; Kigali – Gatuna;  Rusizi – Rubavu; Ntendezi – Huye; not to mention those that were rehabilitated. Town centers and their respective health centers were also improved, and accessibility to clean, safe drinking water and improved rollout of electricity to rural areas.</p>
<p>The mining sector also played its part in boosting the country’s economy.</p>
<p>“This year, the mining sector generated US$ 128 Million, with forecasts predicting increased growth in this sector.”</p>
<p>The President also singled out the tourism sector for best performance, saying that the sector was the leading generator of foreign currency in the country. the figures reveal this: US$ 232 Million generated this year, compared to US$ 204 Million last year.</p>
<p>“The main thing is that we as Rwandans continue to receive the visitors well, such that they leave with a good impression of the country and come back again, bringing along their friends and colleague.”</p>
<p>The President’s speech indicates his stance on the on-going furor over the continued chaos in the Democratic Republic of Congo, which Rwanda has been widely blamed and named chief culprit in the incident.</p>
<p>The President sought to focus the spotlight more on the tremendous progress Rwanda has achieved, which is nothing short of outstanding.</p>

<p>President Kagame on Thursday (October 04) delivered what some commentators are describing as a ‘life-time’ or ‘historic’ speech in Parliament as he launched the judicial year 2012. Some have called a ‘no-mincing-words’ address, in which he spent much of the 58-minutes lambasting the west, DR Congo government and critics in general. At some point, he branded the Congolese government as “<strong>ideologically bankrupt</strong>”. For those who were expecting the usual scripted talk, you missed out. And for the first time, he laid out the standard on which future Rwandan leaders should be selected. We bring you a word-by-word transcript of the speech.  Read below:</p>

<p>Members of the Diplomatic Corps</p>
<p>I greet you all and thank you for being here with us during this event.</p>
<p>I especially thank everybody working in the judiciary which is responsible for the justice in Rwanda.</p>
<p>We are here for two reasons:</p>
<p>The first is to witness the swearing-in ceremony of Hon Mukakarangwa Clothilde, Madam Ombudsman, Cyanzayire Aloysia, and the Army Chief of Staff, Land Forces, Maj Gen Frank Kamanzi. I take this opportunity to welcome them and wish them the best in their new appointments.</p>
<p>We are also here to launch the 2012-2013 Judicial Year. This is an opportunity to present to Rwandans the new plans for the judicial year. The two ceremonies, though different, are complementary. The swearing-in of some officials linked to the justice sector and the new judicial year both aim to give Rwandans confidence in their country.</p>
<p>The Office of the Ombudsman like other judicial institutions exists to protect Rwandans. These institutions defend the freedom of the people, which cannot be possible without security in our country.</p>
<p>Ladies and Gentlemen;</p>
<p>Let me get back to the launch of the new judicial year.</p>
<p>There is no doubt that the Judiciary in Rwanda has greatly improved. Many Rwandans have trust in their Judiciary and so does the international community. The international community has recognised this progress and this is why there is now good collaboration in transferring cases to be tried in Rwanda. Any other excuse not to transfer cases here can be interpreted in another way, but not because our judiciary doesn’t have the capacity. Cases which have not yet been transferred are a result of external hindrances and political reasons that we cannot solve. So, we leave that to the international community.</p>
<p>What is in our power is to continue to find strategies to strengthen our judiciary and transparency in the judicial sector. We need to do this by fighting all corruption and misuse of public funds. Just as we demand quality service delivery from other public officials, so do we of the judiciary. I call upon Rwandans to seek their services and play their role in supporting these institutions so that all problems can be solved. History has taught us that we need to continue building our capacity for home-grown solutions to the problems of our country.</p>
<p>Although our judiciary has generally improved significantly, we still have challenges that we cannot control &#8211; those originating from the external justice. All our efforts have not stopped some foreign jurisdictions from misinterpreting us, especially when it comes to building our countries and our continent. In fact, this applies to developing countries in general.</p>
<p>As far as Africa is concerned or Rwanda in particular, it’s not possible to tell whether what is applied is justice or politics &#8211; you cannot easily see the dividing line.</p>
<p>International justice, just like so many other things we have seen in the recent past, is used to define and determine how Africans should live their lives.</p>
<p>In English there is the saying about a carrot and a stick. Sometimes they give you a carrot but then later this carrot becomes a stick which they use to beat you up.</p>
<p>When international justice is applied to us, there is no carrot and stick. There is only stick; a political stick which they use to lead Africans in the direction of their choosing. One day they use international justice to lead you where they want but another day they use aid.</p>
<p>They call it international justice, but there are no clear guidelines. This international justice is not used where there is injustice. Instead, they use it for their political interests.</p>
<p>Let me start with our neighbours in D.R. Congo. This region used to be called Congo-Belge-and-Ruanda-Urundi is if it was one country, remember. Some people still think it is still the same – it is not. The Rwanda of today is totally different from the Rwanda of Ruanda-Urundi-and-Congo-Belge.</p>
<p>Those who caused the current problems in Congo know themselves. They caused these problems in the past centuries. Now, strangely, they want Rwanda to be accountable for the existence of Rwandaphones in Congo. Those who took Rwandophones to the Congo should be the ones accountable for these problems. These Rwandaphones are persecuted every day. Yet the people who give us lessons about human rights keep quiet and condone what goes on. And they turn around and blame Rwanda for the problems of the Congo. They should bear responsibility for the problems.</p>
<p>The law of the jungle says: ‘You break it, you own it.’ But for them, it’s the other way round: ‘I will break it and make you own it.’ We are not going to own it. Even with these threats every day, threats of aid cuts, threats of whatever list you have, you are just dead wrong. We Rwandans are better off standing up to this boorish attitude. The attitude of the bullies must be challenged. That is what some of us live for. We are better off that way. We know that if we don’t, we will be terribly worse off.</p>
<p>Rwandans – if you don’t stand up for your dignity, you accept to be beaten with that stick I talked about earlier. When you accept to be bullied, you are worse off than rejecting abuse and fighting it. When you fight, you can live your own way, and get along with what you have. This is where our interest lies; not kneeling down for people who in the end will persecute us. When I see what Rwanda has gone through in the recent past, I look for the real justification for it and can’t find it. I hope some of you can find the reason for it and let us know so that we can get out of this. Rwandans need to question why the whole world keeps mentioning Rwanda when they are talking about problems in the D.R. Congo.</p>
<p>The other day I heard on the radio people saying: “You know, if Kagame stood up and said he is condemning this group, the donors could unfreeze the aid.” Really?</p>
<p>So, is that what they want? Kagame to denounce so and so, so that they can release the aid that Rwandans deserve? If I am to do it, I would first denounce those that caused the M23 to exist in first place. I would denounce the government that does not respect or work for its own citizens. I would denounce the international community that seems blind to what is happening, before I denounce anybody else. To me, M23, the Government of Congo, the international community, are all ideologically bankrupt because they cannot properly define a simple problem that they see. They keep running in circles. For over a decade, they’ve been running around and keep blaming Rwanda for the problems of the Congo. Why don’t they have courage to blame themselves and take part of the responsibility before anybody else will take the responsibility? What is this blackmail about?</p>
<p>Aid? There is no country in this world that receives aid and accounts for it better than Rwanda. There is none. So, I am not sure if these people who give us aid want us to develop. They give us aid and expect us to remain beggars. They give you aid so that you forever glorify them and depend on them. They keep using it as a tool of control and management.</p>
<p>Our new Rwanda must be different. And I will not stop telling my fellow brothers and sisters, Africans, to just wake up and know that wherever this happens, some of them invited it and are not ready to stand up to the challenge. They must get up and be ready to stand up to this challenge. They are better off that way and there is no alternative. Africans must refuse to be treated as nobodies.</p>
<p>These powerful countries create a court for Africans and call it “international”, when it is only for Africans. And it’s not necessarily for those who have done wrong. It’s for those who have disobeyed. They pretend and tell us that they are going to punish people who are involved in the recruitment of child soldiers but they don&#8217;t pursue those who kill children. There are people who kill, who rape, who do everything but these powerful countries just keep quiet about them. Is that how Africans should be? Is it what they want them to be?</p>
<p>So, it becomes a tool of control, of management. If you are killing your own people, if every day you are inciting people to kill other people, these powers will not show up. They will be quiet because, after all, to them there are some people who deserve to be killed. That’s what we are seeing across in the Congo.</p>
<p>Some of you, members of this house, you probably will have visited those refugees as many others I know have. You follow what goes on in the Congo. One part, actually the main part, where crimes are committed in broad daylight, that’s none of their business. It’s ok because people who are being killed, who are being raped, maybe deserve it. And then they turn to the other part and say everything wrong that has happened in the Congo now has to have people who should be responsible – the so-called M23. People who are raped and killed in Kinshasa, M23 is blamed and Rwanda must condemn it. People killed in Kindu, in Uvira, wherever, M23 is responsible and Rwanda must condemn it. People who raped young girls who are in those refugee camps, it’s M23. Even now in the territory that is occupied by representatives of that international community&#8230;..</p>
<p>It even goes to Geneva, the UN Commissioner for Human Rights who says: “These are the worst criminals in that territory. They are raping&#8230;&#8230;” Well, there is a bigger territory where worse things are happening. If that was happening, it does not cover up what is happening even in the hands of government, does not substitute for what needs to be done about crimes.</p>
<p>So, if I am to condemn; if you ask me to condemn people or to blame them for anything, I know where to start. I can&#8217;t be like these people. This law of the Jungle, this persecution of people even at the international level is just unbecoming. It is unbecoming and they start mixing things that are completely unrelated. They say: “Freeze, freeze aid to Rwanda, suspend&#8230;” What is the connection? This injustice does not make us compliant, it make us defiant. I am not one of those who would be made to comply by means of injustice done to my people, to my country. I am one of those who will be openly defiant. On being defiant, count me on that.</p>
<p>You can have your day, you can cause suffering to my people. On that one, they are very good. You can have your day. But to make Rwandans compliant because of that or on that basis will be very, very difficult. I know I am speaking for Rwandans. I know I am speaking for Africans, many of who will not stand and say it. If I am wrong and mistaken; if I am not speaking on behalf of you Rwandans; if I am not speaking on behalf of Africans and you are not of the same view as me, ask me to step down and I will not hesitate to do so right away.</p>
<p>If at all you think I am not adequately representing Rwanda’s interests, you should let me know and I will step aside immediately. This injustice cannot and should not be tolerated. And these people who created injustices here and who have created injustices for this region and for our neighbours cannot stand there and give me lectures about anything. They cannot. They are free to go and do anything they want. I know they are capable of doing wrong things&#8230; On that one they are very good, so they are free.</p>
<p>We are doing our best. We are trying our best to take this country forward, to unite our people, to give them a decent living like those people have. But they think we don’t deserve it. They think we don’t deserve the same development, the same value as they have. Why would anybody accept that?</p>
<p>Why should you Rwandans ever accept it? Why? The only crime we have committed is to be trying our best to be decently making progress. That’s a crime! Let me tell you: No, it cannot happen. It should not happen. It should not be allowed. It should not be accepted. Let us continue to do what we can do. Those insults thrown upon us every day, you ignore them. Don’t even accept to put these unhappy faces on because they will think they have got where they wanted you. Just let us continue doing our best and let us not accept to be provoked. Let us remain balanced. Let us keep mastering our art of getting the most out of the very little we have in our hands. Let us also try and continue to be decent people. Some of these insults and injustices, everything, happen because of mainly two reasons.</p>
<p>One reason is that some Africans also continue to make horrible mistakes and of course that makes for a good excuse for people to come in and make it worse for you, not any better.</p>
<p>The other reason is our weaknesses in terms of institutions and our own lack of integrity. We fail to focus on how to deal with our problems ourselves or at least to take the lead in resolving our problems. So they go through that. Those are cracks through which they will come in and cause you worse problems.</p>
<p>All these pretexts come about because some people in Africa make mistakes that they shouldn’t make. People who don’t govern their people and represent their interests in the way they should and end up attracting attention and give people loopholes and excuses to come and mess them up. They will use that to say: “you see, this is how Africans are&#8230;”</p>
<p>There is also the failure to create institutions, because of the mistakes I mentioned, and end up attracting these people who come with the excuses of helping to solve our problems. Fellow Rwandans, you should not accept to be victims. Never put yourself in a vulnerable position because no one will get you out.</p>
<p>Of course, there are good people out there who understand how things should be but sometimes we find ourselves getting caught in the cross-fire of political wars. Sometimes you find that people who don’t understand things are the ones wielding power and we end up bearing the brunt of their frustrations. Never mind that some of the frustrations may even be as a result of personal problems. Rwanda ends up being trodden on like that.</p>
<p>Honestly, some of these things are done to us because people can just do it; they don’t have to have justification, no. First of all they are the law unto themselves. They consider themselves as the law and what they say or want is what should be done. They even influence international justice institutions to do their bidding and this is where international justice ends up being politicised. There is no respect for justice. When you don’t respect the law, why do you expect others to do so?</p>
<p>Look at the issue of aid. There have been many agreements on aid, signed in different places; there is Busan, Cotonou; the Abuja treaty, Lagos….. What else? We are not short of places and agreements signed for aid disbursement. But if you ever were deceived that the other party respects you or the agreements, then you are mistaken. They have not even the courtesy to tell you. You just hear on radio that they’ve cut aid or read it in newspapers. No courtesy because they owe you nothing. May be that’s right. They really don’t owe us anything after all, do they?</p>
<p>But why would you deceive people and say we have an agreement and this is how we are going to conduct business, and the other party disowns the agreement as and when they want? They don’t even have to have a good reason, they don’t. That shows how much contempt these people have for us. This shows how much contempt and arrogance they regard us all with. If there was an understanding that they owe us nothing, I would endorse that 100% because it’s true. The problem is that they say they are assisting us but there is lack of consistence.</p>
<p>We are told that they are pursuing their interests but you are left wondering sometimes how we have stood in the way to stop them from pursuing their interests. It is difficult to understand what they really want. We have never questioned or stopped anyone from taking Congo’s wealth because it’s not even our business. However, you will hear the same people turn around and accuse Rwanda of progressing because of Congo’s wealth. How can this happen if the wealth cannot make the Congolese who own the wealth progress? What is saddening is that even the Congolese themselves will join the chorus about Rwanda progressing because of their wealth. Why won’t they use their wealth to develop their country? How can wealth benefit others and not those who possess it?</p>
<p>The only external wealth that I acknowledge to have helped Rwanda progress is the aid that is given to us and taken away as those who give it wish. We are always courteous enough to register our appreciations to those who assist us. However, there are those who give you assistance and want to control and follow you up to show you how you should use the assistance. What culture is this? I think this is too much contempt and arrogance. This cannot happen in a society that values its culture.</p>
<p>People who have power, and have a lot of it for that matter, should also be wise. They should wisely exercise that power. After all if you have power, why not exercise it deligently, in a wise way? Why do you have power and go tramping on people who are powerless? When the powerful get angry, it’s not justified. But many times the powerless have a lot of justifications to be angry.</p>
<p>The powerful, please don’t abuse your power. It is not appropriate in any culture for the powerful to use excessive power on the weak, the poor and powerless. This only happens in a world without a culture and values. But the weak, the poor, the powerless have a different potential that they should use correctly to get out of this kind of position we find ourselves in every time. There is another kind of power that we have and should use. The power of being right. The power of being correct. The power of refusing injustice. So, you will keep hearing from me on this. That is why you hired me, Rwandans. I would be happy that some of you or all of you should be thinking about how we continue with this attitude of according ourselves dignity.</p>
<p>Even after me, we should have somebody who continues on the same path. In fact, this should be the qualification for the one who will step in my position. It should be that and nothing else: to fight for Rwandans so as to have what they deserve and that is no less than dignity. Agaciro &#8211; the dignity that we have. Only people who can continue to give that dignity to Rwanda are the people who should lead Abanyarwanda!</p>

<p>Hassan sheikh Mohamud has been elected Somalia’s President after defeating the incumbent Sheikh Sharif Ahmed in a tight race which becomes the first to be held from inside Somali in the last 21 years.</p>
<p>The new president of Somalia Hassan sheikh Mohamud won by a majority 190 votes while Sharif polled 79 votes.</p>
<p>The head of Peace and Development Party, Hassan is the 8th president of the Republic of Somalia since 1960.</p>
<p>Hassan Sheikh Mohamud is an academic and political and civic activist who has worked for several national and international peace and development organizations.</p>
<p>Mohamud graduated from the Somali National University in 198. He continued his studies in India where he obtained a master’s degree in education from Bhopal University in 1988.</p>
<p>In 1993, Mohamud worked for the United Nations International Children’s Emergency Fund as an education officer in south and central Somalia until the departure of the United Nations Operation in the war ravaged country in 1995.</p>
<p>In 1999, he co-founded the Somali Institute of Management and Administration Development in Mogadishu, which later evolved into Simad University, and served as its dean until 2010.</p>
<p>In 2011, he founded the Peace and Development Party and currently serves as its chairman. Mohamud speaks Somali and English.</p>

We join you in mourning and paying tribute to a great man, a great son of Ethiopia who is also ours as a continent. But we also celebrate his rich life that has touched millions of people in Africa and across the world. His was a life of immense courage, vision and enterprise which he devoted to the advancement of his fellow citizens in this country and across Africa.</p>
<p>We gather here to recognise his remarkable achievements that have made us all proud as Ethiopians, Africans and beyond.</p>
<p>I say this, not simply to praise him because he is no longer with us, but from the knowledge of, and experience with him as a friend, a comrade, a leader, a visionary and gallant fighter for freedom. He was a man of such high calibre, rare talent and selflessness that we all feel the magnitude of the gap he has left.</p>
<p>The Late Prime Minister Meles Zenawi did not court greatness. He led a humble and simple but very meaningful life. He was an unassuming person &#8211; but his sharp intellect and tremendous courage to face any kind of challenge made him a formidable presence. He had the capacity to grasp and cut through complex issues and move forward. It is these qualities that he used to lead the charge in the transformation of his country and that of our continent &#8211; restoring the dignity of Ethiopians and Africans as a whole.</p>
<p>Friend and foe alike recognised and respected Meles as a man of strong convictions, principles and long term vision.  Where some could have been compromised for short term profit or gains, or easily succumbed to pressures, he was steadfast and always took a definite stand on issues of right and wrong. And more often than not, he was on the side of right.</p>
<p>Prime Minister Meles was uncompromising where his people&#8217;s interests were concerned. He was, however not rigid. He recognised the value of new ideas, of adapting practice to circumstance and innovation in the socio-economic transformation of his country.</p>
<p>For all of these, he was sometimes misunderstood, not because he was wrong, but because he was ahead of many in these matters.</p>
<p>Yet we can all see the remarkable economic growth and surge in well-being of Ethiopians that has been achieved in a relatively short time.</p>
<p>For Meles, the benefits of freedom and prosperity were best if shared with other African countries; and he practised it.</p>
<p>The people of Rwanda will always remember with immense gratitude the aid he and the people of Ethiopia gave our country in the time of need; the immediate aftermath of the genocide.  Ethiopia did this even when Ethiopia had just started its own transition.</p>
<p>Meles led from the front with other leaders in working for the stability of this region, in mediating in such places as Sudan and Somalia. As in everything he did, he spared no effort and did not shy away from taking tough but right decisions to bring peace and security to our region.</p>
<p>As a person, Meles was a serious man. But he combined this with a very good sense of humour and a sense of good judgement. He was a man of substance and dignity, an irreplaceable voice for humanity.</p>
<p>Prime Minister Meles Zenawi&#8217;s legacy has deep roots in the rich heritage of independence and dignity that this great nation of Ethiopia has inspired on our continent. He was a true heir and fierce champion of that tradition and sought to share it with the rest of Africa. He was a very able voice for Africa in leading NEPAD, Climate change, agriculture and food security, to mention but a few.</p>
<p>This is the friend, the colleague, I knew, I worked with, the man with whom I shared so many views and the person I will always remember.</p>
<p>Today, we say farewell to this great man and celebrate his life. The most befitting tribute we can pay him is to consolidate and carry on with the work and the vision he associated with for our continent. It is to make a better future for Africa because his legacy to us does not lie in the past but in the future. There is no doubt that the ideals Meles lived for, the work he did, the courage he showed in facing many challenges will live on and be carried forward by the millions of young, energetic motivated Ethiopians and other Africans.</p>
<p>May his soul rest in eternal peace</p>

<p>In a move that surprised everybody, President Kagame on Thursday asked all people attending a major function in Kigali to stand up for a one-minute moment of silence in honor of former Ethiopian Prime Minister Meles Zenawi who died on Tuesday.</p>
<p>President Kagame was preparing to address the inauguration of the Agaciro Development Fund, a new sovereign fund in which all Rwandans will be encouraged to put any amount of money, which will be used to finance large state projects. But before he could deliver his speech, Mr Kagame asked the conference hall including top officials and diplomats to stand up.</p>
<p>Sounding emotional, President Kagame said a moment of silence would be observed as a gesture of solidarity with the Ethiopian people. Premier Zenawi was not a leader for <strong>Ethiopia</strong> alone, but an eminent leader for the entire African continent, said Kagame.</p>
<p>“He was a man of dignity,” said Kagame, in a low tone.</p>
<p>After the minute silence, President Kagame moved to his speech on the new Fund. Speaking without using the written speech, he indirectly lashed out at western critics – especially donor nations, some of which have recently announced aid suspension. Critics are speaking about the new fund as a response to the aid loss, which is not correct.</p>
<p>The idea of setting a sovereign fund has been around for more than four years and was approved by the National Dialogue in 2010. What is happening now is only the implementation.</p>
<p>The latest gesture of honor to the deceased Ethiopian PM from Rwanda comes a day after President Kagame sent a personal message of condolence to the family and people of Ethiopia.</p>

<p>Government is closer to implementing the new salary policy for politicians to have allowances according to four categories.</p>

<p>This as the Chamber of Deputies finally passed a bill determining allowances and benefits for top politicians with amendments.</p>
<p>Senior political leaders are put in four categories on the basis of the weight of their offices; the first category comprises the Head of State.</p>
<p>The second category comprises of president of senate and chamber of deputies plus prime minister, third category  Ministers, the Vice Presidents of the Senate, the Deputy Speakers, State Ministers, and for the first time, Governors of Provinces and the Mayor of the City of Kigali. 				<content:encoded><![CDATA[<p>General Bosco Ntaganda, former commander of the CNDP and the FARDC has refuted MONUSCO claims that he is supported by Rwanda to cause violence and chaos in North Kivu.<br />
Ntaganda also shunned the ongoing allegations that he is behind the violence and killings taking place in North Kivu. Ntaganda told the BBC that he is in his home in Masisi, managing his farm, he confirmed to have neither military personnel nor participation in anything military or revolutional.</p>
<p>Ntaganda added that he never deserted the army to form a rebel troop as allegations say.</p>
<p><a href="http://newsofrwanda.com/wp-content/uploads/2012/04/Rwanda-1129.png"><img class="alignleft size-medium wp-image-6899" title="Rwanda | Rwanda Map " src="http://newsofrwanda.com/wp-content/uploads/2012/04/Rwanda-1129-300x300.png" alt="Rwanda | Rwanda Map" width="300" height="300" /></a>General Ntaganda highlighted he had no link with the M23 saying, “it pains me to see people fleeing the country and their family members becoming bet fugitives.”</p>
<p>He said he does not cooperate with the M23 especially since it is an opposition to the government by the non-compliance.</p>

<p>General Ntaganda accused MONUSCO for not caring about people who die or get raped in the province of North Kivu including many members of his family.</p>
<p>He requested President Joseph Kabila to abide by the agreements signed March 23, 2009 with the CNDP.</p>
<p>Tuesday, May 29, Lambert Mende, Congolese Minister of Information and Spokesman of the Government of the Democratic Republic of Congo, has on the BBC, rejected the UN report and that of MONUSCO accusing  Rwanda of supporting the insurgences in North Kivu.</p>

<p>The Foreign Affairs Minister Louise Mushikiwabo has warned non-state actors in the region against reckless interference in its peace and stability.</p>
<p>Mushikawabo made the warning in a statement released on Thursday asserting that the government was aware of a new fundraising effort by Human Rights Watch who are planning to release another batch of recycled rumours designed to implicate Rwanda.</p>
<p>She warned that the region is not a playground for non-state actors to play politics or raise money while fomenting violence and human suffering.</p>
<p>“We will not fall for all these provocations and so-called leaked reports designed to inflame tension and create conflict.  Far from it.  Rwanda and the DRC have been working even closer than before to resolve the situation in DRC,” said Mushikiwabo in the statement.</p>
<p>This comes barely a week after BBC published a story claiming to have seen a UN report accusing Rwanda of fuelling instabilities is Eastern DRC. Rwanda has denied its involvement from the onset.</p>
<p>“Who benefits from continued instability in the eastern DRC?  Not the Rwandan people, not the Congolese people.</p>
<p>The primary beneficiaries are the FDLR terrorists who feast on insecurity.  But unaccountable actors like Human Rights Watch also profit from this by raising millions of dollars through the dissemination of simplistic reports based on the same old unverified reports and lies.”</p>
<p>The Government of Rwanda warned Human Rights Watch and other non-state actors in the region against the conduct that can result in human suffering, including more than one hundred women who have been raped by FDLR and other rebels who have taken advantage of the insecurity breach.</p>
<p>“The irresponsible words of lobbies like Human Rights Watch are no less dangerous than bullets or machetes. We read today in the <a href="http://www.guardian.co.uk/world/2012/may/31/thousands-flee-extreme-violence-congo" target="_blank">Guardian newspaper of killings and the disfigurement of dead bodies</a>.[<a href="http://newsofrwanda.com/">News Of Rwanda</a>]</p>
<p>Rwanda knows these tell-tale signs too well.  These are the same forces who killed over one million people in Rwanda in 1994.  We know their modus operandi.  Their actions today carry a chilling ring of familiarity.”</p>
<p>Minister Mushikiwabo said that the government of Rwanda understands that the stakes are too high for the region. That is why she has requested Roger Meece, UN Special Representative to the DRC to come to Kigali to explain why MONUSCO is spreading false rumours aimed at aggravating the volatile situation in Eastern DRC, undermining ongoing collaboration between Rwanda and DRC governments to manage insecurity and shelter refugees fleeing the conflict.</p>
<p>“We are not involved in internal DRC political or military affairs.  Allegations to the contrary have no basis in fact.  Even the source of this week’s rumours has backed off them, admitting there is no evidence for any involvement by the Rwandan Government.”</p>

Lieutenant Colonel Stephen Mbarushimana and FDLR militia nicknamed ( Bantu), arrived in Rwanda this Thursday May 24<sup>th</sup>2012 at the boarder  that connects the Democratic Republic of Congo and Rwanda.</p>
<p>Mbarushimana came back to his home land with eight other FDLR militias accompanied by 19 family members.<br />
Speaking to journalists, Stephen Mbarushimana said that the main cause of his return is the time lost in the forests of DR Congo with no any achievement. He added that this allowed him to realize that he must return and contribute into building his Nation.</p>
<p>Mbarushimana reiterated that they received reliable information about the development and security in Rwanda aired from Radio Rwanda, which is among the causes that motivated them to return to Rwanda.</p>
<p>He also indicated that there are many other militias and families who have the will to return home, however indicated that coming home is done secretly as those who are recognized by the FDLR superiors are either killed or tortured .</p>
<p>Mbarushimana urged other FDLR militias who are still in the forests of DRC, to imitate his example and return home saying that the life they live over there is not reserved for humans.</p>
<p>Mbarushimana joined army in 1991 and he left Rwanda with the rank of Second Lieutenant. The other soldiers who returned with him include one with the rank of lieutenant and another one with a second lieutenant rank.</p>
<p>The FDLR, considered to be the main cause of insecurity in eastern DRC , are remnants of the former Rwandan army ex-Far and Interahamwe militia who spearheaded the 1994 Genocide against the Tutsi and are classified to be a terrorist group causing threats to both Rwanda and Congo.</p>

<p>The personality of Rwanda’s President Paul Kagame is considered one of a kind among the youths of Rwanda Today, as commonly referred to as ‘Mzee wacu’ literary meaning our man or our Dad</p>
<p>It is not easy to understand why Kagame stands out to be a role model for youths in Rwanda, unless one goes back to his history as a child and reflects on the where Rwanda’s history especially the time when a country had to go through one of the most horrible moments of human history- the 1994 genocide against the Tutsi.</p>
<p>Growing as a child, Kagame is said to have been a very determined young man and his experience of struggling to ladders of success even as a Rwandan refugee in Uganda, impacted on his dream of serving his country undeterred. This, of course led to a formation of a movement (Rwanda patriotic front) which he led to return all Rwandans living in exile to claim the rightful place back home.</p>
<p>As young Rwandans, going through the history of genocide, Rwanda needed a person to look at. That one person, luckily enough was in the personality of Paul Kagame. There are some very key points that make Kagame the role model for most young Rwandans: His leadership skills especially accountability and intolerance to corruption</p>
<p>Earning such a name ‘Mzee wacu’ is not an easy thing in the African culture. There are some former African presidential personalities like Daniel Arap Moi and Julius Nyerere and Nelson Mandela (of Kenya and Tanzania and South Africa respectively) who have earned similar names. For example Moi and Nyerere was referred to as ‘Baba wa Taifa’- a Swahili statement meaning “father of a nation”- which is the same name adorned to Mandela today</p>
<p>Under the African context, such personalities are considered as visionaries, people who love the community, and worked for the unity of the community.</p>
<p>Coming back to Kagame’s Rwandan context, we have to remember that the youth had been mislead and wrongly blindfolded to participate in Genocide killings which claimed the lives of an estimated one million Rwandans. So, why does he (Kagame) become so significant in the minds of the Rwandan youth? The answer is simple and seen in many ways.</p>
<p>The youths of Rwanda, after 1994, desperately needed a visionary leader, unity, and to work hard to rebuild their nation. Remember that every youth need someone to look at, and it is commonly said that the youth are the future of a nation.</p>
<p>Luckily enough, this is what they see in President Paul Kagame’s personality. Putting aside his critics, for now, there is real evidence that the youth see the characteristics in his personality. One of the areas in which Kagame has been seen visibly active with inspiring youth in Rwanda, is the through the Youth entrepreneurship- Kagame was awarded a Lifetime Achievement Award by the Young Achievers’ Awards ceremony at Speke Resort in Munyonyo, in Kampala Uganda, for inspiring the young generation in Africa to desire for change and a better life.</p>
<p>In his keynote address, President Kagame told awardees and all present that achievements do not come by accident or miracle, but by investment of time, talent and resources:</p>
<p><em>“To your peers, you have demonstrated that when you are ambitious and proactive, anything is possible even in the face of seemingly overwhelming challenges. It is this way of doing things that creates the brand of Africans that will restore our dignity, advance the cause of self reliance and end Africa’s perpetual problem of poverty and underdevelopment.”</em></p>

<p>Citing the steady growth of African economies despite global turbulence, President Kagame urged African youth to take advantage of opportunities offered by the dynamism of ideas, products and services to build further growth.</p>
<p><em>“Taking on the new leadership role and exercising their creative potential, young people have to effectively participate in the political and economic processes in our countries. It means changing the mentality that has crippled us into thinking that we cannot do things by ourselves, which has had a negative effect on Africa.”</em></p>
<p>Calling on the youth to strive for dignity, President Kagame said: “<em>In the new Rwanda, one of our priorities is to instill in our youth, a strong sense of self worth and character – what we call in Kinyarwanda “AGACIRO”. This is in addition to providing skills and knowledge so that they develop themselves, participate in modernizing our economy, and confidently compete globally.”</em></p>
<p><em>I (The author of the article) personally saw how fond Kagame gets with youths. He always carries this deep heartfelt smile and jovial mood when he meets with the youth. His addresses are not political but I would rather call them Prophetic. Sometimes I wonder if it is better to say that He is the Awaited Son of Rwanda-  </em></p>

<p>Some of the youths who attended a Civic Education Workshop, popularly known as ‘Ingando’, the first to be organised for Rwandan youth studying abroad, and officially opened by President Kagame, said that their time with the president was inspiring.</p>
<p>“We are privileged to meet with the president, in such a big number to talk about the history, values and vision of our country. I have been personally inspired by Kagame’s zeal and love for his country, which makes us want to be like him after school abroad” explained Deborah Uwamahoro, one of the students.</p>

<p>President Paul Kagame has not only inspired Rwandan youths, but also world youth. He (Kagame) met with and hosted 38 youths from Commonwealth member states at the presidential palace- Urugwiro Village, and briefed them about Rwanda’s progress as well as advising them how to become future leaders.</p>

<p>During their open sharing meeting, the youths were more interested in know how Rwanda has managed to reconstruct itself, having started from scratch, and the challenges that were encountered. Kagame told them “it has been a long and painful journey as well as his personal input as the country’s leader, and how Rwandans restored hope among themselves and their determination to move forward”. The President told them that the youth form the most energetic part of the population in the world and that it is important for them to have hope in themselves and be part of the development process of the world.</p>
<p>Claire Anholt, the Youth Programmes Manager at the Commonwealth Secretariat who led the delegation, said that the youth were excited to meet President Kagame and have their questions answered</p>
<p>“Young people have been inspired by Rwanda’s example.”  Anholt said, “I think Rwanda’s strides towards unity and reconciliation is incredibly impressive. We as youth have noticed this and it there is message of hope to bring to our fellow youths in our country’s and from every corner of the world”</p>
<p>Juliet Courtney, a youth participant from Belize, revealed that her time in Rwanda and interaction with President Kagame gave her an idea of how countries can deal with conflict resolution. “The idea is learnt from the president is that conflict can only be resolved by peace, uniting people is the only way forward…this is what I take back home” she said.</p>
<p>The personality of Kagame, in many people opinions is very different from other leaders that Rwanda has seen before. This opinion is not only seen by Rwandans but even the world. President Paul Kagame was listed among the 2011 personalities by Forbes Africa Magazine and among the 70 most powerful people on the planet</p>
<p>According to the December 2011-January 2012 edition, Kagame is named along 20 other most influential personalities, including noble laureates, activists, politicians and economists. The Rwandan President was credited for his contribution to the country&#8217;s transformation following the 1994 Genocide against Tutsi, turning it into one of the fastest growing economies in Africa.</p>
<p>Did Kagame manage to achieve this goal, because he was rich and famous? I don’t think so. It must have taken his personality of vision, unselfishness, commitment and determination to achieve goals that he struggled for, even beyond the skyline.</p>
<p>This is where Kagame becomes a Hero of Rwanda. I am not so sure that there is any leader who may come after him and step in his feet, because his legacy of unity, justice and peace in Rwanda is greater than himself. That is what we wonder, if there is any other person who can be like him, to inspire a nation from rags to riches.</p>

<p>President Paul Kagame has emphasised that Rwanda as a country will be built by the hands of its citizens. The president made the remarks during his Labour Day address to the nation on May 1.</p>
<p>“Rwanda will be built by the hands of its citizens; we know already how far we can go when we work together,” said the Head of State who urged Rwandans to continue upholding the value of work because it goes hand in hand with “dignifying ourselves and our country.”</p>
<p>In this address, the President thanked all Rwandans for the work they do every day to advance their families, communities and the nation.</p>
<p>“Our efforts as Rwandans, in collaboration with our partners, have already started to show good results &#8211; in the past five years one million Rwandans raised themselves from poverty,’ he said referring to the recent published results of the EDPRS 1.</p>
<p>He however highlighted that there is still more work to do together to take the nation and the people where they deserve to be.</p>
<p>President Kagame said that every year 125,000 young Rwandans enter the job market. “Their talents, energy and good will have to be matched by opportunity,” he emphasised</p>
<p>He assured that the Government continues to invest in guarantee that all Rwandans with good ideas can become entrepreneurs.</p>
<p>“This is why the Business Development Fund accessible all over Rwanda was created, to support Rwandans to create jobs from innovative ideas, particularly those who have difficulty accessing loans,” he said.</p>
<p>He congratulated the winners of this year&#8217;s competition for Small and Medium Enterprises from all the Districts. “You are leading the way for the development of our country.”</p>
<p>This year’s Labour Day theme in Rwanda was “let’s promote work through supporting job creation.”</p>
<p>It was marked amid calls from the Rwanda Social Security Board (RSSB) to all employers in the country to remit social contributions of their employees saying that only 10 per cent of businesses pay on time.</p>
<p>According to the RSSB Director General Angelique Kantengwa, the compliance rate is at 10 percent, which is okay by African standards but still very low. The board plans to increase compliance of paying remittances to 60 per cent by 2015.</p>

<p>He made the remarks in his opening address at the RPF Political Bureau held the May 5 at the Kigali Amahoro Petit Stadium.</p>
<p>Kagame who was addressing hundreds of party leaders said that the RPF is very clear about what needs to be done in order to get Rwanda where it needs to be and that it would only be achieved through planning and proper implementation, as opposed to good luck.</p>
<p>The Head of State told the leaders that they had been entrusted to make important decisions on behalf of the many more that were not part of the party’s leadership and they therefore, have the responsibility to bring other Rwandans on board.</p>
<p>“We all work for Rwanda, but we cannot progress rapidly or do all we want to do if only a few of us are involved,” said Kagame adding that the meeting is not only about educating themselves but also mobilising more people to join the effort.</p>
<p>“The number of those working for the common good has to keep increasing.”</p>
<p>He also emphasized the importance of good work ethics in putting in action and getting required results from the many plans that exist, noting that even when solutions are agreed in theory, the challenge is in the implementation.</p>
<p>The RPF Political Bureau on the same day discussed the justice sector.</p>
<p>The Minister of Justice, Tharcisse Karugarama, presented a detailed report of the justice sector since the 2000 judicial reforms. He said the judicial sector has currently won the trust of the people.</p>
<p>He said that they have put in place a number of reforms and that the independence of the judiciary is guaranteed. Karugarama explained that the prosecution is also independent and has financial and administrative autonomy.</p>
<p>“We are trying to clean up the backlog, working on cases of Genocide fugitives we want transferred to Rwanda, as well as empowering the processes of access to justice,” said the Minister.</p>
<p>On corruption concerns raised by the Party Chairman, Karugarama said that mechanisms had been put in place to punish judicial officers involved in corruption.<br />

<p>President Kagame was received by the Atlantic Council Chairman, Senator Chuck Hagel, who expressed his gratitude on behalf of the Council for the opportunity to engage in a conversation expected to be beneficial in strengthening the different ties between Rwanda and the US.</p>

<p>“I think everybody in this room knows something about President Kagame and what he has done for the country, for his society but it goes well beyond the borders of Rwanda when you look at the continent of Africa.”</p>
<p>&nbsp;</p>
<p>Senator Hagel emphasized, “The importance of leadership cannot be understated, underestimated or underappreciated.</p>
<p>&nbsp;</p>
<p>Technology, institutions governments all give us resources to make a difference but it is the individuals; the leader who makes the difference and President Kagame has done that in immeasurable ways and has gone far beyond the borders of his country.”</p>
<p>&nbsp;</p>
<p>Addressing the council, President Kagame shared his appreciation and that of his countrymen for the continued collaboration between the two countries.</p>
<p>&nbsp;</p>
<p>Through partnerships built on dialogues such as meetings such as that of the Atlantic council, President Kagame went on to emphasize that, “Rwanda is changing, Africa is changing, both for the better, and certainly the future is even brighter.”</p>
<p>&nbsp;</p>
<p>“We want to see Africa take its rightful position in global affairs, as a participant and player in the global community &#8211; not a victim. Not a continent that always waits to benefit from the generosity of others.”</p>
<p>&nbsp;</p>
<p>We have been learning lessons, Africa is changing because people are trying to address these mistakes of the past, but in the same way for Africa to be better and participate better in global I think lessons need to be learnt for others as well.</p>
<p>&nbsp;</p>
<p>Those who deal with Africa partner with Africa and invest in Africa. All if us in my view have learnt lessons or are expecting to learn lessons on how we can make this partnership more meaningful in the sense that it would contribute better to the stability that we want to build globally”.</p>

<p>President Kagame was accompanied by Rwanda’s Ambassador to the United States James Kimonyo and CEO of the Rwanda Development Board, John Gara.</p>

<p>Are you a woman and thinking of a career in politics anywhere on earth? Rwanda is that single country where you have much chance of rising through the corridors of power, says a new study released ahead of International Women’s Day.</p>
<p>The findings have been published by the Independent newspaper from a study done in collaboration with several charities. It shows that Rwanda is the second best place for women to succeed.</p>
<p>Rwanda is rated as the ‘<strong>Best place to be a politician</strong>’.</p>
<p>“Rwanda is the only nation in which females make up the majority of parliamentarians. Women hold 45 out of 80 seats,” reads the statement of the findings.</p>
<p>“The UK comes in at 45th place, behind Pakistan and United Arab Emirates. The worst countries, such as Saudi Arabia, Yemen, Qatar, Oman and Belize, have no women in parliament.”</p>
<p>The British newspaper says when more than half of the world&#8217;s population wakes up on Thursday – the 101st International Women&#8217;s Day – it will be hard to know whether to celebrate or give in to despair.</p>
<p>Rwanda’s constitution stipulates that women must hold at least 30 percent of leadership position in all instances of government. In addition, women politicians have formed many other organs through which they campaign for women rights.</p>
<p>Some of are the Rwanda Women Leaders Network, formed in December last year under the patronage of First Lady Jeannette Kagama. The other is the Rwanda Women Network, which is more of a national platform for women, with representation down to sector level.</p>
<p>President Paul Kagame for his part has received several global awards for his role in women emancipation. In his cabinet, there are more women than many other regional neighbours.</p>
<p>A British woman will face the prospect of at least 14 more general elections before women equal men in the Commons, says the writer. But a woman in Qatar will be six times more likely to go to university than the man next door.</p>
<p>The global gender gap defies simple solutions. Eighty-five per cent of countries have improved conditions for women over the past six years, according to the World Economic Forum, but in economic and political terms there is still a long way to go.</p>

<p>The supreme court of Rwanda, this Monday march 5, postponed the ruling on the verdict of PS Imberakuri party vice chairman, Bernard Ntangada, till April 30</p>
<p>Ntaganda is charged with insinuating violence and promoting divisionism and genocide ideology, of which the High court handed him a four year jail sentence. Some of the Ntaganda’s public statements included “Tura tugabane niwanga tubimene”, literally meaning Lets sit and share or else we destroy everything’”</p>
<p>These statements according prosecution, represented by Alain Mukuralinda, were loosely referring to the Ruling party Rwanda Patriotic Front (RPF) sharing power with his PS Imberakuri, and also inclined to raise divisions between the Rwandans on ethnic backgrounds and inducing ant- government sentiments among Rwandans.</p>
<p>The court had also found him guilty of sensitising the population to rebel against government programmes, and attempted public demonstrations without legal authorization.</p>
<p>This was his second appearance, and Ntaganda appealed against that court ruling in which he was sentenced to four year in jail in January this year.</p>
<p>Ntaganda’s appeal hit a dead end when the court asked him to put it in writing and submit it to the Supreme Court.  However, Justice Immaculée Nyirinkwaya, who presided over this hearing announced that the court has decided that the ruling be heard on April 20,” announced Nyirikwaya, said after receiving the submissions.</p>
<p>Bernard Ntaganda has been behind bars since June 2010.</p>

<p>The President of Rwanda Paul Kagame has called upon government officials to be results oriented in everything they do.</p>
<p>The President made the remarks at the opening of the Ninth Annual Government Leadership Retreat that the Rwanda Military Academy in Gako, Bugesera District. The retreat is being attended by more than 250 officials. The retreat began on 3<sup>rd</sup> March 2012 and will end on 7<sup>th</sup> March 2012.</p>
<p>President Kagame challenged the officials to shift gears and implement decisions that impact and improve the lives of the ordinary people.</p>
<p>He required more results from the government, insisting that officials should spend more time on delivery and less on speech-making.<br />
“Over the last one year, we have made a lot of improvement in different areas; yet it is my impression that we could even make or have made more progress. I keep thinking that we probably do less than we are actually capable of,” he said.</p>
<p>Such a demand from the president could be a surprise to many since the retreat come after few weeks of  announcing that more than a million Rwandans crossed the poverty line in five years – due to the government’s 2008-2012 Economic Development and Poverty Reduction Strategy (EDPRS).</p>
<p>The Head of state clearly demonstrated that there’s a lot of energy and capacity being employed currently, but they still fall short in certain areas in getting the results they should be getting.</p>
<p>He said there was urgent need for a change in the mindset, and urged government officials to move beyond “empty slogans and conjectures”.</p>
<p>“What should form the core of our discussion is about improving the lives of our people. By getting rid of poverty, you become more independent and freer,” he said.</p>
<p>The Head of State was particularly incensed that little progress had been made in the energy sector despite the countless presentations and seminars on what needed to be done to fix the country’s power deficit.</p>
<p>“Do you need to attend thousands of seminars about the lack of electricity in Rwanda? I always read, in newspapers, officials saying ‘we are going to have so much electricity in 30 years’; no, I want it now&#8230;,” he insisted.</p>
<p>“How many seminars do health workers need to attend to fight malnutrition? Don’t we all know what malnutrition is all about and what we need to do to address it?” He questioned why the government continues to lose both money and time on officials who continually go for international seminars, yet they hardly make good use of the acquired “knowledge and theory” to improve the people’s lives.</p>
<p>The five-day event is being held under the theme, “Consolidating Citizen-centred Development.”</p>

<p>President Paul Kagame has said that Rwanda is striving to wean itself from donor funds as almost 50 percent of its budget is donor funded. This was said during the current ongoing Ninth Annual Government Leadership Retreat that began on 3<sup>rd</sup> March 2012 and expected to be adjourning on 7<sup>th</sup> March 2012.</p>
<p>While addressing the Retreat, Kagame blamed Africans for their woes saying they had accepted to live off other taxpayers’ sweat, and to be dictated to by the west. “I am never comfortable with it&#8230;that we sit and expect to live on other people’s generosity,” he said</p>
<p>“That (attitude) is pathetic and even more pathetic when you find it among the so-called politicians and intellectuals,” he said.</p>
<p>The leadership retreat locally known as “Umwiherero” brings together members of cabinet, ambassadors, mayors and heads of key government agencies, as well as senior members of the legislature and judiciary, and representatives of the private sector to discuss about key issue affecting the country.</p>
<p>Kagame said that Rwanda is fighting hard to see that dependence on foreign aid is removed, but added that political leaders were not doing enough and called for more input.</p>
<p>At the retreat, the Head of State advised Rwandans and Africans, in general, to dig deeper and fully take charge of their destiny, without waiting for “lectures” from abroad. He said only then can the continent occupy its rightful place in the community of nations – with dignity.</p>
<p>The Head of State also criticised some African leaders who “detach themselves from their own people”, saying such selfish leaders rest on their laurels assuming everything was fine since they lack nothing themselves.</p>
<p>At the retreat also, President kagame blamed government departments for not increasing budget for the energy sector as had been agreed upon, saying it was the time to fix such weaknesses.</p>
<p>“Why don’t our citizens have electricity?” he posed.</p>
<p>Energy is one of the burning topics for debate at the retreat, along with customer service, job creation, improved healthcare and poverty reduction.</p>
<p>Kagame also took a swipe at those he referred to as “debate professors”, saying endless debates were “useless”, and instead called for actions that will help lift millions of Rwandans out of poverty.</p>
<p>On customer service, Kagame faulted business owners who employ their relatives who are incompetent, instead of hiring qualified personnel. He said such practices were partly to blame for the continued poor customer service culture in the country.</p>
<p>As usual he also criticised clients for “settling for less than what they deserve” by comfortably paying for poor service.</p>
<p>He also expressed frustration at the lack of enthusiasm in the private sector to invest in key areas, saying the government was considering investing in such sectors as energy, and then later sell the assets to private operators.<br />

<p>Mu kiganiro twagiranye, umuyobozi w’akarere ka Nyamagabe yadutangarije ko ikiruhuko agiyemo nacyo yiteguye kukibyaza umusaruro, avuga kandi ko nubwo atabura muri gahunda zimureba z’akazi igihe ari ngombwa,  azabona n’umwanya wo kwita ku muryango we.</p>

<p>Tariki ya 23/12/2011, ubwo Minisitiri w’abakozi ba Leta n’umurimo Murekezi Anastase yaganiraga n’abayobozi ba Nyamagabe, yashimangiye ko ikiruhuko ari ingenzi ku mukozi kandi ko Minisiteri abereye umuyobozi izakora ibishoboka byose abayobozi b’ibanze ,bakunze kugira akazi kenshi, bakajya babasha kujya mu kiruhuko giteganywa n’itegeko nta nkomyi.</p>
