Rwanda : Rule of law has facilitated Rwanda’s recovery – Belgian Ambassador
The Belgian Ambassador to Rwanda His Excellence Marc Pecsteen has lauded the country’s efforts in putting in place rule of law.
He made the remarks at the closing ceremony of the Senior Investigation Officer’s Course (SIOC) of the Rwanda National Police officers.
According to Pecsteen the rule of law as a principle of good governance has substantially contributed to the impressive social and economic recovery of Rwanda.
“The rule of law facilitates the development process in any society,†he said.
He reiterated that the Rwandan population has high hopes in the police force to show high levels of integrity and high degree of responsibility in guaranteeing the respect of human dignity and maintain human rights for both offenders and victims of crimes.
Addresssing the 99 officers, the Inspector General of Police Emmanuel Gasana lauded the good cooperation between the force and the Kingdom of Belgium.
Through its support there has been delivery of professional Police studies program and post graduate training in Criminal Investigation, forensic sciences and in acquisition of equipments that are used in investigations.
“Our partnership has been further cemented through the Senior Investigation Officer’s Program which focuses on the effective management and investigation of major and sensitive crimes,†said Gasana.
He also commended KIE authority for all the facilities rendered to make the course successes. The training was organized by Rwanda National police in partnership with Kigali Institute of Education (KIE), Teesside University and funded by the Belgian Technical Cooperation (BTC).
He observed that, like any other world countries, Rwanda suffers a number of serious crimes such as homicide and rape adding that such crimes require skills in investigation.
He urged graduates to put into practice the knowledge and skills acquired in order to assist them in their daily operations.
Dr. Celestin Ntivuguruzwa the KIE Director of Center for Academic Practice and Development (CAPD) appreciated the partnership between Rwanda National Police, Teesside University, KIE and the Kingdom of Belgium in giving capacity to Police officers in crime investigation.
99 officers from Rwanda National Police yesterday completed a. The closing ceremony was held at the force’s general headquarters in Kacyiru.
Participants were awarded certificates in professional development, Management of Serious, Significant and Sensitive crimes. The certificate has been developed by Teesside University in partnership with the RNP.
