While gorillas are on the brink of being extinct in other African countries, Rwanda has given great importance to preserving Mountain Gorillas, and this comes along with a series of celebrations rooted in the African culture- the naming ceremonies- locally known as ‘Kwita Izina’

When an African family has a new born baby, the naming ceremony is one of the initial communal events that are carried out as a way of initiating and making a statement that the new child is now part of the community.

Kwita Izina was conceived as a way to promote the conservation of the critically endangered mountain gorillas, by celebrating new births. Rwanda is one of the few countries with these gentle giants in the wild, along with Uganda and neighboring Democratic Republic of Congo.

Meanwhile, the role of local communities in conserving Rwanda gorillas and other wildlife is paramount, as the biggest threats to mountain gorillas come from poaching snares and habitat encroachment by farmland. Local communities around protected areas receive 5% of the tourism revenue generated by these destinations – so they have a vested interest in protecting the species.

Through sharing tourism revenue, various community projects receive funding around the country. This year, a maize mill and a women’s maize production cooperative near Nyungwe Forest National Park will be unveiled, in addition to the traditional gorilla naming ceremony itself near Volcanoes National Park.

Growth of tourism through the mighty gorilla naming

Starting in 1994, the government of Rwanda put considerable effort into developing a clear tourism strategy. With private sector and UN input, the government successfully drafted a tourism strategy focusing on high-end tourism with conservation at the core of its plan. The strategy also outlined the need for diversification of tourism to international conferencing, birding, and other animals. An international marketing campaign was launched to improve the image of the country abroad, while a domestic campaign aimed to increase local acceptance of tourists. Several market-based reforms were also adopted—namely, near-complete privatization of the hotel and leisure sector.

Gorilla tourism in Rwanda has proven hugely successful in recent years, generating local employment and tourism-related revenue.  In a 2010 census, Rwanda had a 26.3 percent growth of mountain gorillas for 2003 which was amazing in just seven years.

Rwanda today has the only gorilla population that hasn’t decreased because more gorilla populations elsewhere have been decreasing. Trans-boundary cooperation between Uganda, Tanzania, the DRC and Rwanda to govern the three national parks and maintain the gorillas against poachers is one effective way that has protected the species.

“We have regular meetings with the director generals of the national parks to discuss strategies; a system of pricing and other regulations such as only 8 people can visit a gorilla family at any one time for one hour for five hundred dollars. We’ve taken a regional approach once again to solving the problem of the gorillas; we’re hoping to have a treaty signed between the three presidents so that we can continue our progress. It is the bottoms up approach that has really worked,” says Rica Rwigamba, the Head of Tourism and Conservation, Department of Rwanda Development Board (RDB).

Rwanda has ensured a balance between tourism trips and gorilla conservation to ensure that the health of the gorillas and the integrity of their habitat is maintained.

 “90 per cent of the receipts we get from park entrances are from the mountain gorillas. Because the mountain gorillas move between the three countries when we charge an entrance fee fifty percent goes to the country that the gorillas have moved from and it works well for us, we trust that if our gorillas do move that they will also pay us,” Rwigamba explains.

Rwanda has also been part of the International Gorilla Conservation Programme (IGCP)- whose goal is to ensure the conservation of mountain gorillas and their regional afromontane forest habitat in Rwanda, Uganda and the Democratic Republic of Congo (DRC).

Ongoing IGCP support for park staff in Rwanda and the Democratic Republic of Congo has boosted morale, and sensitized park neighbours to continue with vital anti-poaching and surveillance patrols.

Gorillas in Rwanda are given a highest importance and value, which is beyond the tourism attraction and conservation. The animals do represent the image of the country and initiatives to ensure their survival is given support at the top political levels.

Speaking at the previous Kwita Izina ceremony, President Paul Kagame said: “Kwita Izina has gone beyond a focus on gorillas and become a potent symbol of Rwanda’s efforts to conserve the country’s biodiversity. Our tourism industry is strongly anchored on natural assets such as landscapes, parks, forests and rare animal and bird species. We must therefore continue to protect and sustain this valuable resource base.”

The Kwita Izina ceremony has been held each year since 2005 and over 120 gorillas have so far been named. It has since become an iconic international event which attracts celebrities such as Natalie Portman and Don Cheadle among many others.

The Rwanda Development Board (RDB) says that the sector has been growing after experiencing a down fall during the genocide. Recent records indicate that for the first semester of 2012, Tourism revenues have increased by 11% compared to the same period in 2011. The tourism sector is estimated to have generated US $128.3m compared to US$115.6m generated in the same period last year.

Rwanda also hosted an estimate of 493,744 visitors in the first semester 2012 corresponding to an increase of 22% compared to 2011 in the same period and recorded a remarkable 16% increase in leisure visitors as well as an 8% increase in business visitors.

In terms of investment promotion, in the first semester only (January to June), the Tourism sector has so far registered projects worth US$ 184.1m. These projects are expected to create 1,328 jobs

For the 9th time, Rwanda will name 12 baby gorillas and 1 gorilla family,in a colourful event known as Kwita Izina (Gorilla Naming) due to take place on June-22^nd  at Kinigi in Musanze District under the theme, “Celebrating nature,empowering communities.”

“Sustainable tourism for a green economy” is the theme for this years’ Kwita Izina.

Rica Rwigamba, Head of Tourism at the Rwanda Development Board (RDB) says that Rwanda has taken environment conservation seriously and this year’s Kwita Izina comes at a critical time when the degradation of the ecosystem has reached almost catastrophic proportions. It is evident that Kwita Izina ceremony is a step towards a safe green economy.

“We are keen to promoting responsible tourism and this has earned us recognition around the World. Kwita Izina is just one of many steps that have been taken to recognize and protect the natural habitat of endangered species like the mountain gorillas, the rich bio-diversity in the national parks and the forests in the country,” Rwigamba said.

Beside Kwita Izina, other activities related to conservation for this year will include, the Kwita Izina cycling tour, Exhibition on the Green Economy, Community Projects Launch as well as the Cultural Get Together “Igitaramo”.

This year’s special feature is an online-based interaction to allow people from all over the world to learn more about mountain gorillas as well as choose their ‘cutest’ baby gorilla under the “Gorilla Idol Contest”.

This event is expected to attract high-profile figures, senior government officials, key foreign dignitaries, hundreds of renowned conservationists and media practitioners. Thousands of Rwandans mostly residents near Volcanoes National Park, home for the rare mountain gorillas, will actively participate.

The St Vincent and Grenadines Islands born star Lescot Kevin Lyttle Combs is set to rock Rwanda’s  gorilla naming ceremony {kwita Izina}. The 9^th Kwita Izina ceremony will take place on Saturday-22^nd, in Musanze town and will see 12 baby gorillas named alongside 1 gorilla family.

Kevin Lyttle confirmed his presence during Kwita Izina to Rwanda Development Board the chief organizers of the ceremony. Lyttle will be in company of  Tanzania’s heartthrob Ali Kiba and other local artists.

Kevin Lyttle last performed live in East Africa, 2007 in Uganda when his song Turn me on was a hit.

Meanwhile, big music names in Rwanda have registered to grace the kwita izina ceremony, the likes of  Knowless Butera,

The concert will take place in Musaze town, Northern  Rwanda on Saturday.

The event will be graced by high profile government officials, international guests, world celebrities and Rwandans at large.

Kwita Izina attracts huge numbers of people from all corners of the world, they come to witness the graceful ceremony where baby Gorillas get named as a way of  identifying and preserving the endangered species.

President Kagame with the Rwandan students in Israel

President Paul Kagame yesterday met a group of 30 Rwandan students undergoing training in Israel, offered through the ongoing partnership between the Ministry of Agriculture of Rwanda and Israel.

The President is in Jerusalem, Israel to attend the fifth Israel Presidential Conference themed “The Human Factor in Shaping Tomorrow”.

While meeting the students, President Kagame encouraged them to make the best out of their training in Israel.

“Your mission here is to build relationships that will be a foundation that links people of both our nations and to gain the kind of knowledge that will lead to results and transformation in your field,” said Kagame.

Ernest Nshimiyimana, on behalf of other students thanked the Head of State for his good leadership and shared their common vision to implement what they have learned by establishing an irrigation project on returning to Rwanda at the end of their studies.

Meanwhile, on the second day of his three-day visit to Israel, the President Kagame met leaders from Israeli private and public sectors with whom he shared Rwanda’s journey and told them that with the will of the people, no challenge is insurmountable.

“Rwanda’s story is about more than just a socio-economic process. It is about rebuilding a society that had been shattered. We have seen that it is possible, with the will of the people, no challenge is insurmountable,” he said.

He explained that he has seen how far people have come in Rwanda and with partnerships the process can only be accelerated.

He told them that over a five-year period, Rwanda reduced poverty levels by about 13 per cent and raised one million people out of poverty through initiatives like performance contracts (imihigo) which spur competitiveness and social protection and poverty eradication mechanisms such as Girinka.

President Kagame was also a guest of honour at an event hosted by Anne Heyman, the founder of Agahozo Shalom, alongside Yosef Abramowitz, the founder of Energiya Global, who has partnered to provide renewable energy to Agahozo Shalom Youth Village in the Eastern Province.

Deputy Foreign Minister Zeev Elkin welcomed President Kagame to Israel and expressed his country’s interest in finding additional ways to strengthen bilateral ties and share solutions to common challenges.

The President and First Lady also attended a reception held in honour of President Shimon Peres’ 90th Birthday.

President Paul Kagame is considering a visit to Angola to meet his counterpart President José Eduardo dos Santos.

This was said by the Minister of Foreign Affairs Louise Mushikiwabo who is in Angola on an official visit.

Mushikiwabo was received on Monday in Luanda by her Angolan counterpart, Georges Rebelo Chikoti, as part of her two-day working visit.

Speaking at the end of the meeting, the Rwandan foreign Minister said that for the consolidation and strengthening of cooperation between the two nations, President Paul Kagame, is cosidering to visit the country.

Mushikiwabo’s meeting with Chikot focused on issues related to the bilateral ties between the two countries and the situation in the region and continent.

She noted that Rwanda wants to strengthen cooperation with Angola in various sectors, with stress to the fields of air transport, trade, security and others that will be analysed by concerned technical teams.

For Angolan Foreign Affairs minister said that Angola is open to other nations and that this is why the country is available to strengthen the friendship and cooperation ties with Rwanda.

President Paul Kagame and the first lady, on June 17 arrived in Jerusalem, Israel, to attend the fifth Israel Presidential Conference themed “The Human Factor in Shaping Tomorrow.”

On the first day of the fifth annual Israeli Presidential Conference, President Kagame and First Lady Jeannette Kagame on Monday night attended a reception hosted by Israel President Shimon Peres and former US president, Bill Clinton.

The event which runs from place June 18-20, 2013, at Jerusalem’s International Convention Center will bring together prominent global figures from the fields of science, entertainment, politics and education.

Though the conference will start on a fun note, as participants celebrate Peres’s 90th birthday, the issues discussed during the subsequent three days will be of a more serious nature. “Tomorrow’s wars — no longer science fiction” and “Economic principles vs. Social values: harmony or conflict?” are two of the planned sessions.

“The conference has become an important meeting place for public figures and world leaders from all sectors,” Israel Maimon, chairman of the event, said in a statement. “It is unique in challenging us to think together about our collective tomorrow, with the expectation that we can work to shape our future.”

The conference is organized in partnership with Hebrew University. More than 5,000 participants are expected to attend this year’s conference.

In the meantime, during the three-day visit to Israel, President Kagame will visit the Kibbutz Shfayim where he will meet thirty Rwandan students currently in an agriculture training program that is part of a partnership between the Rwandan and Israeli agriculture ministries. The program which focuses on horticulture and irrigation is set grow to over 100 students as part of efforts to strengthen cooperation in one of Rwanda’s priority sectors.

President Kagame is also scheduled to hold bilateral meetings with both President Peres as well as Prime Minister Benjamin Netanyahu.

President Kagame participated in the first Presidential Conference in 2008. This year’s conference will discuss the future in relation to key issues including geopolitics, economics, society, environment, culture, identity, education and new media.

In 2008, Kagame visited Israel for three days to join celebrations of the country’s 60th anniversary. Kagame noted the similarities between how Tutsis and Jews were dehumanized and vilified prior to and during the Rwandan genocide and the Holocaust.

The Israeli leader also expressed admiration for Rwanda’s leadership in rebuilding a shattered country and “overcoming the agonies of lost lives”.

Peres also pointed out that there were lessons to be learned from Israel and based on the friendship established between the two countries; Rwanda can look to Israel and explore domains where the latter has strengths.

The evaluating team from the Southern Province of Rwanda on this Friday the 14^th.June.2013 visited Nyanza District to evaluate its achievements for 2012/2013 performing contracts.

The 4 sectors of this performance including people’s social welfare, good governance, economy and justice are given much emphasis in this evaluation. Nyanza district was applauded for achieving all its performing contracts for economic year 2012/2013 by Jeanne Izabiriza the executive secretary of Southern Province.

Jeanne Izabiriza said though in general the performing contracts were achieved, some specific contracts will have to be moved to the next economic year to be fully achieved. Some of these performing contracts include the construction of Nyanza Memorial Site and Butansinda Modern Market in Kigoma sector.

Day cares were elected in all sectors of the district

Francis Nkurunziza the vice mayor for finance and economic development of Nyanza district says the district has achieved a lot in this economic year, worth to be proud of.

Performing contracts like construction of cells and villages offices as well as construction of health centers have been achieved 100 percent.

Performing contracts are the vows made by local leaders of the achievements they will make in a given period of time. These become sole goals and they evaluated and judged at the end of the agreed period. They were introduced by the president of Rwanda H.E Paul Kagame.

Good governance, Patriotism, and becoming role models must be among leadership key aspects in order to better push Rwandan society a head

The call was made on June 14^th 2013, by the Deputy Pierre Claver Rwaka during the event to commemorate Kamonyi district workers that were killed during 1994 Tutsi genocide.

The event that was held at district headquarters gathered leaders from cell to district level, genocide survivors, victims’ friends and relatives.

The remembered victims were the workers of then districts but now sectors Runda, Taba, Kayenzi, Mugina, Musambira and Rutobwe.

Deputy Pierre Claver Rwaka commended Kamonyi district administration for setting time to remember the victims.

The mayor of Kamonyi district, Jacques Rutsinga asked the workers to strive for the best and fight genocide ideologies.

He gives an example of Callixte Ndagijimana, the then mayor of Mugina district (Komini) who refused to participate in genocide but protected the people he lead until he was killed in 1994 along with his subjects.

In her testimony, Marie Jeanne Uwitije explained how Tutsis were persecuted and killed denying them human rights.

Uwitije requested local authorities to be exemplary and the source of constructive ideas in the development of the country.

16 students, from ESSA Nyarugunga, Kabuga High School, Nyamata High School and Solidarity Academy- fled the country following exam malpractices.

These students are reported to have sought ‘refuge’ in Uganda and have continued to claim that their cases were ‘unfairly’ treated.

According to the ministry of education, the students didn’t fulfill the requirements of sitting for the exams. In a report compiled on each of the cases, the ministry states that all the 16 students didn’t attend upper secondary school (Advanced) level, thus not illegible to register as full time candidates in 2012, all were illegally registered.

A good number of them had previously attended Ordinary education but didn’t complete the required three year period in this level, and one case was of impersonation in records in which the claimed to have attended the Ordinary level.

However, the ministry says that for some of the cases that had issues with proving their legal papers work (which had discrepancies in names) they were advised to do so but in vain. And this was the same for some of the cases that had the possibility of registering as private candidates, but didn’t heed.

While addressing a group of 2012 graduates, during the “Meet the President” event, this June 15, President Paul Kagame made comments also about 16 students who recently fled to Uganda. He explained that these students violated rules and regulations governing national examination.

In a fatherly way he exhorted these students to come back to their mother country, but said that if they choose to continue in that path, Rwanda was not going to be supportive of such unethical conduct and neither should their host country do so.

The president said that the students cannot turn their own misconduct to the government and such kind of conduct doesn’t represent the people of Rwanda, instead students should be the foundation of the country’s values of dignity, integrity and discipline- which are oriented, today, unlike in the past, to development of the individual and the nation as a whole.

During the 2012 National Examinations, there were various cases of examinations malpractice, and most significant cases involved over 500 students who were found having illegally registered for the advanced level examination.

Taking into considerations the implications of examination malpractice, the ministry of education, took punitive measures under the context of violation of the rules and regulation governing examination, code of ethics, culture of corruption and impunity among students and educationalists- of which Rwanda like many other countries doesn’t tolerate.

Under such circumstances, the ministry however, screened case by case and took measures in accordance to the evidence that was manifested. Some of the administrative and punishments taken to those involved included: the candidature cancelation of the 522 students illegally registered, private coaching centers asked to regulate their functions, and cancelation of the then ‘examination centers’ in the involved private schools, followed by questioning of the head teachers and staff at these schools.

The ministry based its actions on the following findings: the students filled examination forms meant for candidates yet they were not full-time students at any of school, forged identifications, found illegally in examinations centers wearing uniforms of these schools, connived and paid bribes to examination officials to prepare the exams, and head teachers were also involved in the malpractices.

A press briefing was held Saturday where President Paul Kagame met with a dozen editors and senior reporters of only local media. But by the end of the session, no question had arisen about a recent cabinet reshuffle that saw two ministers losing their jobs. The president brought the issue up by himself and spent several minutes spilling the beans.

Cabinet Affairs Minister Protais Musoni and Justice counterpart Tharcisse Karugarama were sent packing last month – provoking speculation that they had been targeted because of their opposition to President Kagame at different forums. ‘That is totally untrue and baseless,’ said Kagame after he himself reminded the editors that they should have asked about it.

‘There is nothing that happens for no reason, so are cabinet reshuffles’ added Kagame, and then went into the specifics about each minister. For the case of Karugarama, before his demise considered untouchable, President Kagame said the ex-Justice minister could have lost his job back around 2010 or 2011.

Kagame told the journalists that he made his displeasure known to Karugarama during a cabinet meeting but decided not to sack him ‘because of our culture of giving more chances’. However, the president declined to give details of what exactly Karugarama had done. ‘Cabinet deliberations are supposed to be secret, so I will not say anything now,’ said Kagame.

As to speculation that Karugarama’s comments in the Guardian newspaper about the third term led to his departure, President Kagame hinted at it was part of the reasons he was replaced. But he insisted that was only the spark, adding that there was no need for Karugarama to go public with his assertions that responded to something that did not exist.

As for Protais Musoni, who had been in cabinet for more than 10 years, President Kagame said a lot was behind his sacking and also promised to go public at some point in future. At that moment, the first such press encounter, had to end as Kagame was to attend the Meet-The-President session with more than 37,000 students.

Kikwete’s FDLR comments

Earlier, the president addressed a range of issues ranging from local, regional and international. On controversial comments by Tanzania’s President Jakaya Kikwete that Rwanda government should negotiate with Rwandan FDLR rebels, Kagame again made his displeasure very clear.

President Kagame said up to this point there was no indication suggesting Kikwete’s comments were part of a wider international conspiracy. Rwanda considers the declaration was made by the person of President Kikwete without external influence, said Kagame. The President however explained that it was strange to see President Kikwete raising the FDLR issue a few days after a Tanzanian politician Christopher Mtikila had attacked the Rwanda government – including even using racial language.

‘For the moment I will reserve my position about this [Kikwete] issue. We will have time to talk about it, and in the right forum,” said Kagame, adding that he is waiting to face President Kikwete and explain his feelings.

Twgiramungu: Has right to return, but…     

Thursday next week, self exiled ex-PM Faustin Twagiramungu is returning to Kigali after leaving the country in 2003 when he garnered 3.62 percent of the vote in the first presidential poll. Ahead of his return, Twagiramungu said he was tired of ‘remote control’ politics and wanted to face President Kagame head-on.

Today, without naming or making any direct reference to him, President Kagame said the ex-PM, like every other Rwandans was free to return to Rwanda at any time they so wish. ‘But that right comes with responsibilities,’ said Kagame. ‘Nobody will ever take Rwanda back to 20 years ago. There are laws and institutions that have been established to deal with anybody who wants to take us back.’

Kagame’s encounter with journalists was not live on state TV and radio as it has been the norm. Instead, the session was pre-recorded and is planned to be aired on the public broadcaster.

Rwandan troops for Mali

Last week, it was announced that Rwanda’s Bri Gen Jean Bosco Kazura would head the UN mission to Mali – where a bitter internal conflict has almost torn the country apart. External forces led by the French had to be brought in to stabilize the country.

President Kagame was asked whether work would not be complicated for Gen Kazura since there were no Rwanda soldiers on the mission to display the kind of discipline known for Rwandan troops in other missions. President Kagame, for the first time, announced that Rwanda was seriously considering sending troops to Mali.

Rwanda has been asked to provide support, said Kagame, and will gladly respond to that call. The President said government was still working out the details of its possible engagement but would soon announce its contribution.

As for the International Criminal Court (ICC), an issue President Kagame has been particularly outspoken, the President repeated his usual stance – branding the court as ‘politicized’.

‘We have never been against international justice,’ said Kagame, ‘We are against institutions that are politicized to fulfill agendas of some people.’

He added: ‘Kenya is a great nation… They did not need the ICC or [Koffi] Annan or anybody else to come with an unnecessary stick to force them to bring their country to order.’

The 3^rd Term issue!

As expected, journalists were eager to push President Kagame on the post 2017 period amid growing speculation that the ruling RPF party is engineering a project to amend the constitution to allow Kagame to run at that time. The president spent a greater part of the press briefing discussing the 3^rd term issue.

‘I have respected the current constitution to the letter, and will abide by the constitution that will be around after 2017 as decided by the Rwandan people’ said Kagame. He said the confusion about his intentions was being created by foreigners who deliberately ignore the history and context of the country.

He added; ‘If you say democracy is what is in the interest of the people, then their interests should be respected. I am not inclined to any views; I am only supposed to do the job I am mandated to until 2017. I will respect the law and the people who put the law in place.’

The President repeated the formula he has put forward as guiding principle to decide Rwanda’s post 2017 era; change, maintain the good progress, stability.

In other issues, the president also spoke about the level of soccer in Rwanda, saying the sector was lacking in all aspects. ‘I am fed up,’ he said, also speaking about his favorite European soccer team Arsenal.

The President also addressed the recent $400million international bond. ‘Though we are driven by ambition, we chewed what we would manage to swallow,’ said Kagame referring to fact that Rwanda’s bond received a total of $3.5billion in bids from excited buyers.

On achieving the UN Millennium Development Goals (MDGs), President Kagame said: ‘We will achieve most of the MDGs …. We still have low capacities, but we have made significant progress in the last decade’.

President Paul Kagame has reminded the youths of Rwanda that the future of the country depends on the youth and their commitment to work hard to restore the nations’ dignity, cultural values and seeking solutions to their problems with resilience to any challenge.

Kagame said that this can be attained if the country continues to build on raising children with a good life, a good education and ultimately attain the development which all Rwandans are currently focused at.

He said that all development can be useless if it is not based on the young generation which has to start loving the country at an early age and work for its development as a collective people (nation).

“if we don’t start with youths, whatever we do for growth is baseless because it has no foundation…We don’t want to build baseless things, we want to build things based on a firm foundation which is you-the youth” Kagame emphasized.

President Kagame was addressing over 37,660 fresh high school graduates under a national civic program called ‘Urugerero’, at the second MeethePresident forum held at Petit Amahoro Stadium in Kigali, this June 15, 2013.

He stressed that the reason why Rwandans should focus on building a new Rwanda, starting with the youth, is because the past history of the country was marred by poor upbringing of the young generation- which was involved in the genocide instead of using the energy for nation building and development.

“We have a history of building from nothing. All we had in the past was built on weak foundation- there was poor education and upbringing of children from birth time. “A child grew seeing the neighbor as not important, valueless and enemy” he noted.

However, the president said that he was positive that this will not happen again in Rwanda and the government was supportive of the youth so that they can come up fast to be at the center of the country’s development.

“We don’t want to be in that history again, we instead want to give value to ourselves and to our nation. To share, work together and seek knowledge from these programs. This should be the time to get fertilizers of the mind, to give fertilizers to what we have in the minds. To make it fruitful and harvest something good” he said “If someone slaughters another person, that means this person is incomplete, something is wrong with them and there is no fertilizer given to the mind

“Without these ‘fertilizers’ in the mind and good upbringing means that we are doing nothing – putting bad seeds in you that would bring back what we had in history and grooming no future of the country. But we have gone beyond that and as youths and Children of Rwanda, I would like to see you base your acts on things that will build the country” he stated.

He also reminded the youth that in order to achieve this, it requires discipline and commitment, determination and seeking solutions with patience and not losing focus of the set goals. And also giving value to oneself and the nation so that whoever sees a Rwandan would immediately identify them with qualities of: dignity, discipline, commitment to development, hard work and resilience.

Kagame also called for the need of citizens viewing themselves as Rwandas who know what they want and working for it with pride as Rwandans, and also believing in the possibilities of the desires and aspirations being achievable through hard work and commitment to their individual and national goals.

He said that there is hope and this hope can be made possible by the youth. “You are the youths that will get us to where we want to get and you need to be given hope to be able to attain this goal. We want to give you that hope and that is our roles to give you hope so that you can do this faster and better than us” he said.

“The opportunity is there and you have to use it well so that you build your own country. So you should start early to cultivate this sense of being Rwandan and wanting to get to where we want to…Achieving our goals as a nation depends on you. You are part of the new Rwanda that is focused on the future”

The event was also followed by youths across the country. They have undergone civic training programs through the national service program, commonly known as Intore). They spent seven months working in our local communities building houses for the poorest, building roads, planting trees, helping tackle soil erosion and many other activities and  also committed to help stop the spread of HIV/AIDS in their generation!

Morale was in high gear as Urugerero youths waited to meet the president. The president was received amidst applause, jubilation and thunderous chants from the crowd in an electric atmosphere as President Kagame entered the crowd packed stadium.

The biggest issue raised was on education and they asked the president- What is being planned for those who will not continue on to University and raised concerns on the issue of bursaries for students in government institutions.

Kagame said Rwanda is one of the few countries that facilitate education and the government wants to have a balance between both access and quality education so as that everyone can go to school, but noted that the government works within the budget and resources available but also search for home grown solutions- such as the Gacaca courts that worked out well for judicial cases on genocide.

“We are well aware of the challenge & we are concerned about your education but we have to facilitate the poorest. You understand that the funds come from the national budget and the national budget deals with many challenges in all sectors. We are working within our means and we studied in depth this issue, the scholarship categories were created to help those who can’t continue without…We will continue to evaluate to make sure the scholarship categories are getting to those who need it most” he responded.

Kagame thanked the Urugerero youth for their contributions, hard work & for coming to meet him and challenged them- as food for thought- to think of what they can do to make sure that the country continues to move forward.

Rwandan Youths expectations are in high gear as they prepare to hold the second dialogue encounter with their president, Paul Kagame this Saturday, June 15, 2013 at Amahoro stadium.

The Legacy of Self Reliance and sustainability, find home grown solutions and the contribution of youths to the country’s development will top on the youth’s agenda as the share their experiences with the president in a more causal but focused series.

The first ever “MeethePresident” forum was held on October 19, 2012 and was attended by over 25000 university students from 32 institutes of higher learning across the country. This time around, Kagame is expected to meet with over 37,660 high school graduates who have completed their civic education courses.

The youths will be able to participate in the forum, and others are expected to follow the series through live streaming on twitter, facebook, and the national Radio and Television. They are expected to ask questions and also tell the president, their ambitions, expectations and commitments towards making Rwanda as self reliant nation.

The former students have been involved in various community development activities- such as education and mobilization on preventing HIV/Aids, conducting literacy classes and research work in their respective communities.

These 37,660 fresh high school graduates formed in an association called ‘Urugerero’ , with 18,675 of them being young women. They spent seven months working in our local communities building houses for the poorest, building roads, planting trees, helping tackle soil erosion and many other activities and  also committed to help stop the spread of HIV/AIDS in their generation!

Some of the youths live twitter streams have indicated a positive approach and carrying on the legacy of self reliance as a prospectus for the country’s development, however some of the youths like Philemon Mbayisha twitted- “Does today a women have an abilty to led this prosperous country one day?”

An official facebook post by Urugerero youth organization said: “We are the Agaciro generation and we’re excited to show His Excellency and Rwanda how we have played our part in building our communities.”

In the pioneer event in 2012, President Paul Kagame told Rwandan youths should choose to be ‘horses’ or ‘horse riders as they make very important choices for the future of Rwanda. Kagame said that “a Legacy of self reliance is very important& requires hard work. I hope that you are ready to work hard”

President Kagame shakes hands with Belgian Minister Jean Pascal Labille after their meeting at Rugwiro

The Belgian Minister for Public Enterprises and Development Cooperation, Jean Pascal Labille has praised Rwanda’s efforts in achieving Millenium Development Goals (MDGs).

Labille who has been in the country for a three-day official visit comes to boost bilateral relations between Rwanda and Belgium.

“We consider Rwanda our main partner in development cooperation in the region and we are impressed by what Rwanda is doing and as it is, Rwanda is one of a few countries that will achieve most of the MDGs,” He said.

Commenting on the issue of Congo and President Kikwete’s suggestion that Rwanda should consider negotiating with FDLR, the Belgian Minister for Public Enterprises and Development Cooperation said:

“We have to be careful when dealing with the crisis in Congo if we have to find a solution. I am not quite sure about the context in which the President made the comments about negotiations with FDLR, but I believe that we cannot demand Rwanda to negotiate with genocidaires when the country is still recovering from genocide. It’s a provocation more than it is a suggestion for a solution.”

During his visit in the country, Minister Jean Pascal Labille met with President Paul Kagame at Urugwiro village. He visited the Kigali Genocide Memorial in Gisozi, as well as Gatenga health center which is being constructed in Kicukiro with the support of the Belgian cooperation.

He also met the Minister of Finance and Economic Planning, Claver Gatete, and signed an agreement of €15 million support in a direct bilateral cooperation.

Green Party Founding President Frank Habineza

Following various attempts to hold a founding congress, the yet-to-be registered Democratic Green party has been granted permission to do so.

According to a statement by the party President Frank Habineza the party got the permission from the Gasabo District authorities.

“We had submitted a new request to the District Mayor on 5^th June 2013, explaining measures taken to move the party registration process forward,” said Habineza

He said that they have set the meeting for Friday June 21, 2013 in Kimironko, Gasbo district.

The various attempts that have been rejected by Gasabo district authorities were based on internal wrangles that have characterized the party since its creation in 2009.

The recent one being that the district received two different requests to hold party congress on at different dates and venues.

The other request according to the Gasabo Mayor Will Ndizeye was made by was made by Alex Mugisha, the former Treasurer of the party whom it alleges left the party in 2010.

Habineza who left the country in 2010 came back early this year to oversee the registration of the party with the target of participating in the September 2013 parliamentary elections.

The governemnt of Rwanda has on various occasions explained that the party failed to register especially for the 2010 presidential elections due to failure to have all requirements to have a party registered.

The Green Party had in 2010 presidential elections come together with other two opposition parties of FDU-Inkingi and PS-Imberakuri to contest in the elections.

MONUSCO peacekeepers patrol in eastern DR Congo

The South African government and defense officials may have deliberately decided to cover up damning details of alleged abuse involving 93 South African troops serving in DR Congo as part of the UN mission there, MONUSCO, according to confidential data.

The Democratic Alliance, South Africa’s opposition group, made the revelation on Wednesday (June 12) in Parliament in a question to the Minister of Defence and Military Veterans, Nosiviwe Mapisa-Nqakula. The issue was raised by David Maynier, the Shadow Minister of Defence and Military Veterans.

The Defense Minister confirmed in a reply that there have been 93 cases of misconduct brought against members of the South African National Defence Force (SANDF) serving in Congo – mainly in the troubled east. However, he declined to give any further details.

There have been 93 cases of misconduct brought against the SANDF contingent. “Of the 93 cases, most shockingly, at least 23 involve rape, sexual exploitation, sexual abuse and assault of women,” said opposition’s David Maynier, in a statement obtained by News of Rwanda.

The Democratic Alliance has outlined the allegations as including: Alleged sexual molestation; Rape and murder of a Burundian girl; Sexual abuse and exploitation; and Sexual abuse and misconduct.

“It is completely unacceptable for the members of the SANDF, who are supposed to be a disciplined military force, to begin to mirror the behaviour of the national defence force and rebel groups, in the DRC,” said David Maynier.

The parliamentary question specifically probed whether the United Nations (UN) had been informed about the outcome of each investigation conducted by the SANDF. However, this part of the question was not replied to by the Minister, says the opposition group.

“…and suggests the SANDF may not have fully cooperated with the UN in investigating some cases of misconduct in the DRC.”

David Maynier adds: “I will, therefore, be asking further parliamentary questions concerning the cooperation of the UN and the SANDF investigating the outstanding cases of misconduct in the DRC.”

Meanwhile, there are unconfirmed reports that 96 South African soldiers have been charged in relation to these abuses in Congo. No further details were available by press time.

South African soldiers are not strangers to controversy. Last month, as fighting erupted Congolese villagers were reportedly locked out of a base manned by South African troops. The German newspaper which published the reports said it did not know if the chased villagers survived the fighting.

The latest allegations against SANDF troops comes as the South African government prepares to send more troops to serve on the planned so called UN Intervention Brigade which is supposed to combat rebel groups. S.A has thousands of troops in Congo forming part of the 22,000 MONUSCO force.

Despite spending hundreds of millions of dollars every year, critics have charged that the force has nothing to show. MONUSCO is also under attack from Rwanda government which accuses it of facilitating Rwandan FDLR rebels.
