Kamonyi: execution of 2011/2012 performing contracts review rank higher
A team of 12 people from different government levels led under the Egide Rugamba from the Ministry of Local Governments (MINALOC) has recently reviewed the implementation of 2011/2012 performing contracts for Kamonyi District; a result noted to be promising.
Among the 47 performing contracts that Kamonyi district had vowed to implement in the presence of the president of the republic of Rwanda, most of them were implemented as Jacques Rutsinga the district mayor explained.
This team first read reports about the implementation of these performing contracts that were presented and the next day they visited the implemented projects.
These projects were implemented on the support of district partners, the advisory council and the council of the district workers that intervenes a meeting every Monday, advice from different groups like finance council and social affairs council.
Egide Rugamba said that the main objective of performing contracts is not to get good marks but the implementation of governments program because before introducing the program of performing contracts there were government workers who were paid for whatever they did even if not much.
He also said that performing contracts helps the district mayor to review what is happening and to work in light as a district mayor cannot lie about what he performed in front of his partners, workers and people who voted him.
As they also supported him in making these performing contracts and all district levels contribute to the implementation of these performing contracts.
In reviewing these performing contracts, contracts about economy are marked on 60percent, social welfare of people on 30percent and good governance and justice on 10percent.
