Moving towards development seem importantly a health based safari which must be -embarked with care, a reason why Gisagara district had added  15 days on the health insurance registration deadline, though it is yet a question of responsibility.
The decision was due to slothful response of residents in performance of health insurance registration program in the district, but the scheduled date supposed to be on 15th February came with little success.
The district have been poorly performing in the program of health insurance and in a move to improve on the performance, the district authorities decided to increase on the number of days meant for health insurance registration, an event that ended up in vain.
Among the reasons why people of Gisagara district have not been actively involving in health insurance include lower level of understanding the benefits of registering for health insurance and poverty within families.
Authorities came up with several strategies to deal with the situation in the district like visiting people in their homes to discuss and make them understand the benefits of health insurance, holding village meeting to exchange views how they can curb it especially after communal work (Umuganda)
It is marking a social challenge to leaders and residents altogether who must find permanent solutions to ignorance and deficiency in families which rise as hindrance to such important programs.
According to Evariste Hakizimana, an accountant at the Hospital; “Sensitizing people on the benefits of health insurance have changed many people’s mindset and it have increased the number of people registering apart from those affected with extreme poverty and cannot totally afford health insurance unless they are supported by the government yet it is not a small number of people as expected†she noted.
People who normally fail to get money for health insurance in time borrow from institutions like Sacco and pay back the money latter at the agreed period of time but it has been learnt that some of them do not have a guarantee for any loan even 1000Rfr needed for health insurance.
