Following the discussion with students of the National University of Rwanda (NUR) on volunteering policy March2012, the Minister for youth Jean Philbert Nsengimana noted that young people hold a crucial position in the country.

He said that youth is the catalyst to development and he emphasized them to know that they are the strength of the country and the country needs them for growth.

He quoted one of President Paul Kagame’s speeches when the ministry of youth was reinstated when he said that the country should be built from the youth.

This made the ministry of Youth be put in the same category as ministries that bases its economy from agriculture and infrastructure. Therefore youth have responsibility of creating their own jobs and stop asking for support instead ask for capital and stop being idle and work very hard.

The minister asked the youth in NUR that they are the ones responsible for creating jobs. He said; “though some people think that they are not capable of leading but being led, and they cannot think of what is to be done instead think of looking for jobs, I don’t believe that.

How can a person study and graduate from a university and still think that someone will do the thinking for you?”

He said that youth should always be thinking of the future and every association should look for a way to make money. He asked those who were around to embrace this and get out of the stage that needs help and join the one the helps others.
