VUP project (Vision Umurenge Program) has been implemented by the government of Rwanda in order to promote fast development through investment pillars; Public Works, direct Support and Financial Services.

Vision Umurenge Program works in five sectors of Muhororo, Kageyo, Ndaro, Bwira and Muhanda in Ngororero district.

In a bid to help sectors implement their projects, VUP administration show cased the financial budget to each sector in the financial year 2012-2013.

Simon NDAYISENGA in charge of VUP program in this area discloses that the sector projects to be funded include clean water supply, building village settlements, making terraces and building classrooms.

Helping the needy and providing credit financial services will be done and the whole plan is estimated to cost Rwf1.13 Billion.

Ndayisenga, public works will take 50 percent of the budget, financial services 30 percent and helping the needy 20 percent. One pillar might use little money and contribute to the amount of money to be used in another which the government accepts.

Concerning providing credit financial services, Kageyo, Muhororo and Ndaro sectors were not budgeted for because they have been given credit in vision Umurenge program.

Their pay back is expected to be given to other residents in need of loans.

However, residents show little will in paying back and others say they are not yet able to pay back. This might delay the process of giving credit to the new residents.
