Rwanda : President Kagame demands “time†be rule for all officials
The factor of time should be one of the planning factors considered in all government operations and policy planning, says President Paul Kagame, who was speaking at the Leadership Retreat in Gako, Bugesera.
“In everything that we do, in all the plans we make, we must factor in the value of time,” said the President at the 9th retreat, bringing together more than 250 top government leaders.
There have been cases when projects have been discussed, adopted but when it came to implementation, they take years. Rwandans out in the country are also known not to be time conscious.
The three-day retreat opened March 04. The second focused on revision of Vision 2020 targets concerned with improved service delivery, agriculture and healthcare.
Independent reviews show that of the 47 listed Vision 2020 indicators, 60% have been achieved or are on track, 17% are achievable and 23% need concerted efforts.
Targets have been updated to ensure alignment with current realities including the seven-year government action plan, lessons learned from implementation of EDPRS 1.
A GDP of $1,240 per capital, up from $900, is the new indicator for Vision 2020 based on new international criteria for middle income countries. Finance Minister, John Rwangombwa said that achieving the new targets will require 11.5 % overall economic growth, with agriculture growing at over 8.5%.
Away from the serious discussions, cabinet ministers at the Leadership Retreat, sing and dance
