Huye: District introduces new program of performance contract per family

In a bid to further improve the social welfare of Rwandans, the government has introduced a new programme of performance contracts that will see households sign performance contracts (Imihigo), known as “the book of development coordinationâ€.
The programme was launched on saturday25th February 2012 in Huye District by the Minister of Local Government, James Musoni.
Under the programme, residents are presented with a performance contract notebook
Ikay’umuryango) in which their commitments are outlined and every family strives to fulfil the contract targets within a given period of time.
Each family elaborates a list of targets in the domains of economic development, social welfare and good governance. They set a timeline for realisation and come up with strategies which will guide them throughout the process.
Speaking in Rusatira sector where the event took place, Musoni said: “We want Rwandans to move from one point to another, and for this to be achieved, citizens must get involved much more in the process.
Minister Musoni elaborated that this book includes developmental commitments based on agriculture, cleanness, elimination of grass thatched houses and other family level issued that will see citizens live a better life.
This program has been used in Nyamagabe district where every grassroots leader signed the contract with residents.
Imihigo is a programme modeled from the traditional practice where people present before a leader their targets to be achieved over a period of time, after which an evaluation is conducted.
